Creative use of existing budgets and services

Rather than reforming the NHS, there is a need for a more basic focus on health economics. For instance, it is much cheaper to provide forms of mental health support that are alternatives to hospital care rather than having to resort to this expensive form of treatment.

Referrals can be improved. This was linked strongly to the need to move beyond working in silos, including thinking about issues across the public sector and beyond, rather than just from the perspective of the NHS.

These views were key to a belief that ‘reforming’ and ‘protecting’ the NHS were not the main issues and that instead we need to look beyond working in silos within the NHS. Policy decisions in general should have to take account of their impact on health.

Why the contribution is important

This is important as rather than reforming the NHS there is instead a need to go back to basics, looking across particular organisations and budgets in order to think what will be best value for money for dealing with issues over time.
