Less targets on outputs and more on outcomes and listening to communities

It was observed that there is already a focus on prevention, but having to meet many prescriptive targets was getting in the way of being able to focus on this and other wider considerations. There was also concern that some of these targets were politically motivated.

It would be better to reduce the burden of these targets and instead give people the flexibility to respond to their local circumstances.

This point was closely linked to concerns about moving away from people being protective of budget within their silos, and instead having a broader, more flexible perspective working across these where people could give parts of their budgets to other organisations that were getting results.
