Rent should go direct to private landlord or association, not to individuals

Paying housing benefit to tenants instead of the landlord (any tenure) can mean huge arrears, which consequently means less money for landlords to carry out repairs. Some people might not also have the budgeting skills or be tempted to spend the money on other things. It can also exacerbate alcohol/drug/gambling problems for some tenants.
 

Why the contribution is important

This is important because it ensures that people have a place to live, despite any issues with personal budgeting, and that landlords can carry out repairs.
