Support social enterprises

There should be support for social enterprises, but it is important to consider their role and their sustainability. They are not an answer to everything, but there can be some clever solutions to multiple problems.     Rather than just support social enterprises - there should be a requirement for Local Authorities and other publicly funded bodies to at least obtain quotes from (a) local companies and (b) small companies such as those with less than 10 employees. My local authority has commissioned a whole range of services from huge national/international companies with no chances given to locals to prove they can do the job. The public contracts scotland website doesn't help small companies as the councils still hold their own preferred suppliers lists - so what chance does new start companies or new social enterprises have?
