Legislative referendums

Based on the system used in Switzerland, allow the electorate to optionally call a referendum on any legislation passed by parliament, with a simple Yes/No.

This extends our representative democracy to include some direct democracy measures, without bogging down every decision (only controversial ones); this would allow the Scottish people to challenge unpopular legislation at the time, and prevent any government from straying too far from the will of the people.
