A delivery and outcome focused planning system

The planning system must be both delivery and outcome focussed.  There is a need to address the implementation gap that currently exists between process and delivery and in providing predictability and certainty to enable things to happen

Why the contribution is important

Planning is not just about drawing up plans or porcessing planning applications.  We need to remember that planning is about creating great places for people. Development plans need to be able to deliver what they propose and therefore need to be clear on how development will be resourced.

    I agree with this but it would seem planning departments are being pared back to the statutory functions of planning policy and applications and no longer have the resource to support delivery. Economic development departments or the private sector are taking this role and whilst they are important to this aspect of the process, planning should be taking the lead or at least be more involved.
