Planning Advice Note specifically addressing Gypsy Traveller planning matters

A PAN would be a useful step allowing the Scottish Government to address the inequalities faced by Gypsy Travellers; and the need/demand for sites in Scotland. The PAN would have particular regard to; creating a better understanding of this ethnic minority group; defining the roles and responsibilities of the decsion maker and other stakeholders; recognising and defining the need for provision of accommodation throughout Scotland; the role of the development plan in the delivery of sites; and defining the material considerations.






Why the contribution is important

There is a significant body of evidence on the inequalities faced by Gypsy Travellers which provides justification for a PAN. Clear and detailed guidance is needed in relation to the assessment of the Gypsy Travelling community
