Open data - accessibility, diversity of formats

Human user accessibility of information: needs to be findable and naviagble, searchable images (not scanned) - pdf for some users. But also still need useable data sets for some people who want formats that mean they can go deeper into it

Why the contribution is important

Interpretation of data is necessary for people to use - need to have explanation. But still need the full data sets for others who want to dig deep into the data. Its not just about having data published but about the process in governemnt and context (eg whats the procurement process, or what other things may be affected so not only seen in isolation).
