Communications and Support
Focus on communications between Scottish Government, (incl Public Health & NHS) and UK Government including suggestions and recommendations both ways during the first 12 months (March 2020-21). This should also include the acceptances, rejections, delays, facts and reasoning behind each decision.
What are the lessons to be learned and the recommendations to be implemented by Scottish Government and its agencies.

Why the contribution is important
There was obvious disagreement at Scottish and UK Government level ........ for example...... the use of face masks, the management of persons entering the country from abroad, etc during the first 6-9 months of the pandemic,
There will always be disagreements but an improvement in the fora, processes and procedures for resolution and use of transparent fact based decisions will lead to better and quicker communications which are more readily understood and supported by the community.
