International Standard Pandemic Response

I was under the impression that most, if not all governments had a Pandemic response strategy that would be followed when needed. It would have responses to protect public health and actions would be followed when certain criteria were met. It seems obvious to me that western responses fell far short of what was required to contain and control the spread of a deadly disease and continues to do so.
The poor response of the UK including Scotland has led to excess deaths and also contributed to the global spread.
Should Scotland, WHO and the international community sit down and agree a set of rules that must be followed, as we are not on control of this pandemic, never mind any future ones that apoear.

Why the contribution is important

To prevent future uncontrolled spread of dangerous diseases. Protect health snd health care systems. Also hopefully reducing the impact on normal life in the long run.
