One Chief Executive

Have one Chief Executive covering all National Parks supplemented by deputy CEO for each park.

Why the contribution is important

This would reduce costs and have a common direction for all parks

Not possible to comment fully on changing one post without seeing the options re full management structure , but there should be a focus on reducing bureaucracy and increasing efficiency across the 2 current National Parks.
There needs to be an increased emphasis on the involvement of and accountability to local communities - currently this does not happen. The enthusiasm for selling land within National Parks for development should cease.

The national parks are run as regional councils with planning departments superseding the actual regional local authorities that they overlap. This needs to be locally applicable to really work.

On a factual point of detail, the existing national parks are accountable locally through having directly-elected Board members as well as members nominated by their constituent councils.

What would be the point of this? What would the function of this 'Super' Chief Executive be?

It could only be as an interface between the Scottish Government and the National Parks, to ensure that the NPs towed the Government line. I am not sure that that would be to the benefit of the National Parks, who are there to serve the needs of the area and its inhabitants.

Having a self-contained Park Authority with CEO for every park is bureaucratic and wasteful, but local accountability is important, which a single CEO could not provide. Each park needs a Board, but there should be shared support services. Perhaps this isn't compatible with a single CEO, pulled in different directions.
