Community Benefits should be mandatory not voluntary

Currently community benefits paid out by developers are only voluntary and there are certainly cases where no funding has been paid. These benefits should be mandatory and also tied in with any change in ownership of a wind farm. Linking benefits with inflation should also be mandatory.

It is important that these are mandatory as the current format means these large scale developers are not legally bound to pay out if it is merely voluntary.
Many local residents, and particularly those who have to live next to these developments (wind farms and BESS) get absolutely no benefit whatsoever.
