Retrospective penalties
Existing developments that have either not paid the recommended rates of community benefit or paid less than recommended rates should be subject to greater rates of future community benefit to compensate for their previous decisions and inflated profits consequently
Why the contribution is important
It would help address imbalances between responsible developers and their irresponsible counterparts and also inequality between communities on their receipt of such benefits
