Provide every household with 2-3kwh free per day and charge more for subsequent units. Good fit with state-owned renewable energy company and ideally a state-owned retailer of choice (buy Bulb while it's cheap) and of course with rapid upgrading of thermal performance of housing stock and widespread installation of solar panels.
Ensure social security system compensates possible losers (eg large families on low income, disabled people)

Renewable energy should benefit all Scots.
No-one should be cut off
It provides an incentive to save energy and some households could even sell their unused citizen power back to the government esp in summer.
