Work to internationally agreed Net-Zero Guiding Principles

Global problems require global solutions. ‘Our 2050 World’ (https://our2050.world/) is a global initiative that aims to accelerate the delivery of the Race to Zero using standards and enable the planet to halve emissions by 2030 and achieve net-zero by 2050 at the latest. The initiative seeks to bring clarity to fragmented global net-zero governance, enable practical action towards net-zero for countries, regions and organisations, and frame transformational innovation.

The collaboration was launched at COP26 by the UN's Race to Zero campaign, the UN Global Innovation Hub, ISO (the International Organization for Standardization comprising 167 member countries), and the national standards bodies of Canada (SCC), Kenya (KEBS), Trinidad and Tobago (TTBS) and the United Kingdom (BSI).

An International Workshop Agreement (IWA) is a document developed outside the normal ISO committee system to enable broader participants to negotiate in an “open workshop” environment. Using the IWA process, ‘Our 2050 World’ is currently facilitating the creation of the Net-Zero Guiding Principles required to align global net-zero governance. These will be launched during COP27. The facilitation of the Net-Zero Guiding Principles will be the first major deliverable for addressing the need for clarity at the national, regional and organisation level.

The principles aim to bring authoritative alignment of net-zero mobilisation initiatives, advocates, international standards, and national and international policy across the world. The principles will remove or reduce the fundamental variations seen in defining net-zero, enable the mainstreaming of net-zero and support scaling of impact through regulation. Following agreement of the principles, ‘Our 2050 World’ will seek to launch pilot programmes to demonstrate how these principles can be applied at a sub-planetary level.

Why the contribution is important

It is critical that the planet can collectively reach net-zero emissions by 2050 at the latest, and the Net-Zero Guiding Principles will form the basis for bringing the operational governance needed to deliver required transformation to national, regional and organisational-level standards and ways of working. All actors operating at each of these levels across the planet must, collectively, reach net-zero.

The Net-Zero Guiding Principles will encompass:

o Definition of net-zero (at the sub-planetary level) and related concepts
o Guidance on how the definition is incorporated in initiatives, strategies, and policies
o The basis for accountability mechanisms and measurements – such as development of consistent indicators enabling reporting and communication

The Net-Zero Guiding Principles aim to minimise future fragmentation and hindering of net zero delivery progress by supporting (rather than competing with) existing mobilisations.

It is critical that there is sufficient authority behind this effort in order to bring the necessary alignment to global net-zero governance. The ISO system has a mandate to do this but to be successful it must be championed by a critical mass of advocacy. Once the principles have been published, 'Our 2050 World' is keen to work with governments and organisations to explore how these principles can support individual strategies for net zero delivery.
